Views/Comments on FSS Rules & Regulations 2009

Indeed publication of FSS Rules & Regulations is a welcome step towards the setting up uniform structure all over India. Some of the concerns are still not addressed properly, like promotion avenues of Food Safety Officers (FSO). As per demand of our cadre that the Designated Officers (DO) should be promoted from FSO was not considered by Authorities. As we requested from authorities that the qualification of DO should be 8 to 10 yrs of working experience as FSO because the DO has all the powers of sampling and inspection as of FSO apart from granting licenses, as per the Sec 16 (5) of the FSS Act. In my opinion to extract best result from enforcement staff, a working (field)experience is must, so it would be better if FSSAI, New Delhi gives appropriate directions to Sate Governments to appoint D.O. from F.S.O. by promotion.
